Changes the drawing's base (insertion) point for when it inserted into other drawings, usually as a block or external reference.

Prompts you in the command bar:
Base point for inserting this drawing <0.0000,0.0000,0.0000>: (Enter x,y,z coordinates to relocate the base point for the drawing.)
Base point for inserting this drawing
Specifies x,y,z coordinates. The coordinates of the base point are in the current UCS.
When this drawing is inserted into another drawing, these coordinates specify the insertion point, whether this drawing is inserted as a block or as an external reference. This allows the inesrted drawing to match the destination drawing.
-Insert - inserts DWG drawing files into the current drawing through the command bar.
Insert - inserts DWG drawing files into the current drawing through a dialog box.
WBlock - writes all or part of the drawing to a DWG file.
XRef - inserts DWG files as external references.
